About this role
Byron Shire Council is seeking a Project Officer - Ending Rough Sleeping Collaboration to join the Backbone Team of the Ending Rough Sleeping Collaboration Byron Shire (ERSCBS) — a community-led, place-based initiative working to end homelessness in Byron Shire, starting with rough sleeping.
This collaborative initiative brings together more than 30 organisations to deliver coordinated, practical action that addresses the root causes of homelessness and achieves measurable reductions in rough sleeping.
As a key member of the Backbone Team, you will work closely with diverse partners across community services, government, housing and homelessness sectors, health, First Nations organisations, and people with lived experience to strengthen collaboration, align activities, and deliver shared priorities that contribute to long-term systems change.
This is an exciting opportunity to contribute to a high-impact, collective effort focused on achieving the goal of ending rough sleeping in Byron Shire by 2034.
Note: This is a fixed term, part-time contract (4 days / 28 hours per week), from 13 July 2026 to 16 April 2027. Additional hours may be available for the right candidate.
Key responsibilities
- Lead and undertake engagement activities that strengthen collaboration between members, services and community such as co-design and facilitate workshops, meetings and engagement processes to support problem-solving and coordinated actions, including training/resources to raise awareness of homelessness and encourage participation in solutions.
- Provide support to ERSCBS Action Groups to enable clear and effective group structures that deliver on shared priorities and coordinated responses.
- Deliver tools and approaches adapted from the Advance to Zero methodology including supporting the Byron Shire Service Coordination Group to strengthen the local service system.
- Strengthen and support Council’s consistent and compassionate approach to homelessness and rough sleeping through Chairing Council’s Homelessness Internal Working Group.
- Support development, implementation, monitoring, and evaluation of the Collaboration’s strategic documentation such as Shared Agenda and Council’s Homelessness Action Plan, as well as prepare a range of other documentation as required such as reports, submissions and briefs.
- Be a key liaison for ERSCBS Lived Experience Homelessness Consultants during their (casual) employment with Council, including providing briefing and debriefing sessions to support their participation in the Collaboration.
- Work with the Data and Learning Officer to use data and evidence to generate insights, prepare reports for Collaboration and to advocate for local needs at Local, Regional and State Levels.
- Support regular reflection and learning across the Collaboration to foster a culture of improvement grounded in the use of data, cross-sector collaboration, and systems change strategies
- Participate in regular strategic learning activities with the Backbone Team to reflect on and improve the Team’s practice
To be successful in this role, you will have:
- Relevant tertiary qualifications in Social Impact, Social Policy, Social Sciences, Community Development or a related field, or equivalent experience
- Demonstrated experience delivering collaborative or Collective Impact projects across multiple organisations or sectors
- Strong ability to build and maintain strategic partnerships with diverse stakeholders, including government, community and lived experience groups
- Highly developed communication, facilitation and engagement skills
- Proven project management experience, including planning, delivery and evaluation in a fast-paced environment
- Experience using data and evidence to inform programs, policy or advocacy
- Ability to think strategically and analytically, with experience in social research, policy or program development
- A strong understanding of homelessness and housing systems and the broader social policy context
Desirable:
- Experience in the community sector (3+ years)
- Knowledge of the Advance to Zero methodology

What we offer

- Contract from 13 July 2026 to 16 April 2027
- Salary and Conditions will be in accordance with the NSW Local Government (State) Award with an appointment at a salary Grade 9. in the range of $1,615.14 to $1,871.39 per 35 hour week (dependent upon skills and experience). Part- time roles would be pro-rata.
